Two Senior Education Advisor Positions Open at CARE



- Senior Education Advisor, Power Within Program

The Senior Advisor leads a team in the Basic & Girls' Education Unit that manages
a signature program to ensure 10 million girls' complete primary school with the skills to lead in their communities. The SA holds principle responsibility for management of this initiative, including guiding the implementation of the signature program strategy
; annual work planning, budgeting, and reporting; ensuring signature program strategies align with BGE unit strategic directions; coherence and excellence of signature program activities; and promoting
organizational learning around signature program activities. The SA is responsible for identifying state of the art best practices and cultivating partnerships with thought leaders and other organizations to advance the signature program. S/he will have high-level representation and advocacy responsibilities around education and girls in internal and external forums. The
position holder will supervise a small team to conceptualize and budget for the development of the program, and then work with others in BGE and the Global Advocacy and External Relations division to ensure signature program plans are successfully resourced and carried out. S/he works to promote the BGE sector strategy and standards and ensures a clear and coherent approach to advocacy in the BGE unit. S/he is expected to help position the signature program so that it is a source of global learning, evidence-based advocacy, and enhanced impact for
CARE. The organizational expectations of this program require the incumbent to develop systems and review processes to ensure clear expectations and mechanisms for stakeholder input, accountability, support, and reporting. In cooperation with the BGE Unit Director the SA will represent the signature program progress to the CARE USA board and other key stakeholders. As a senior member of the BGE unit, s/he promotes learning and sharing in a collaborative environment and contributes to other unit initiatives. The SA will contribute to intellectual
discussion in the education sector, advance CARE’s rights-based approaches to education, and promote understanding about the underlying causes of poverty that contribute to low levels of educational attainment.  The SA must be able to work in any of the regions in which CARE is operational.


- Senior Education Advisor, Core Programming

The Senior Advisor leads a team in the Basic & Girls' Education Unit that that promotes consistent approaches to program quality in CARE's education work. The SA holds principle responsibility for leading processes to articulate CARE’s niche in education and developing/managing a set of key knowledge resources to ensure quality in CARE’s education programs. This includes guiding the development and implementation of overarching advocacy, knowledge sharing, and capacity building strategies for the unit; annual workplanning, budgeting, and reporting on team activities; ensuring BGE strategies align with PQI and division
strategic directions; promoting coherence and excellence of thematic approaches to CARE’s education work; guiding systematic program analysis; and promoting organizational learning. The SA is responsible for identifying state of the art best practices and cultivating partnerships with thought leaders and other organizations to advance core programming themes. S/he will have high-level representation and advocacy responsibilities in internal and external forums. The
position holder will supervise a small team and work with others in BGE and the Global Advocacy and External Relations division to ensure resourcing and implementation of quality programs. QUALIFICATIONS

Masters in Education with an emphasis on education in developing countries, or
related degree. Doctoral degree strongly preferred.

REQUIRED EXPERIENCE

    * At least 7 - 10 years experience in educational programming in developing
countries and/or related experience in design, implementation and evaluation of programs in developing countries
    * Demonstrated experience must include work on education and cross functional initiatives
    * Experience in successfully managing people
    * Experience in representation and advocacy
    * Proven experience in capacity building and the provision of technical assistance in a variety of education related areas, key to achieving education for all
    * Experience leading qualitative and/or quantitative research methodologies
    * Experience managing an education program in developing countries
    * Demonstrated experience in strategic planning, organization and oversight of complex activities   

DESIRED

    * Experience as a classroom teacher, community organizer, and/or knowledge manager
    * Design and management of educational research projects, addressing
education for marginalized populations 

REQUIRED TECHNICAL SKILLS

    * Excellent communication skills in both written and spoken English; ability
to communicate knowledge, ideas and issues in an appropriate manager to diverse
audiences
    * Depth of understanding of issues surrounding educational quality in developing countries
    * Clear understanding of gender in educational settings
    * Proven ability to work in partnerships with other professionals and in the context of organizational alliances towards a common set of goals
    * Proven experience working closely with communities, Ministries of Education, Health, Social Development and/or Labor, employers' organizations, teachers' unions, trade union representatives or comparable entities
    * Interpersonal and intercultural communication skills
    * People management skills, including mentoring and supervision

    * Knowledge management strategy development
    * Advanced social science data processing skills
