l &International Education* has been defined to cover three areas: 1) comparative studies of international dimensions of education, or education problems of worldwide scale; 2) teachers/students/scholars exchange and cooperation; and3) international development aid to education in underdeveloped nations/regions.
l International education has been placed as high priority on national development agenda of many countries, developed and developing as well. It is being linked not only to economic growth but to national security, foreign policy, inter-national understanding and world-peace.
l UNESCO has been playing leadership roles in implementing the Decade of Education for Sustainable Development (2005-2014), whose key themes have included not only environmental but economic, social and cultural dimensions.
l UNESCO Asia-Pacific Network for International Education and Values Education (APNIEVE) was founded in 1995 in Seoul, Republic of Korea, and came into effective operation after its approval by UNESCO General Conference in 1995. Its mission is to promote and develop international and values education for sustainable development, peace, human rights, democracy through inter-country and within-country cooperation of UNESCO member states in Asia-Pacific region. Over the years, APNIEVE has been actively promoting Education for All and quality improvement in education of all kinds at all levels through joint research, training for capacity building, curriculum/materials development, teachers/students exchange, and better use of development aid by bilateral and multi-lateral agencies for education in developing countries.
l Many powerful forces in the globalizing world have affected the character of international education. No country could develop its education in isolation from the outside world. In achieving EFA equality and quality goals, UNESCO Member States have been increasingly opening to and benefiting from relevant educational innovations of other nations. International and cross-border education is becoming an arena and a most powerful instrument in promoting national development and world peace.
l UNESCO and World Economic Forum jointly initiated ※Partnership for Education§ (PFE) to promote Education for All aimed at sustainable development.
l Teacher and teacher education are key factors in determining quality of international education.
l In light of national development goals and open-door policy, China has been promoting international education as a high priority in its 10th and 11th Five-Year Education Programmes.
l Shanghai as one of the most developed cities in China has been internationalizing its education in view of its aim at a world-class center of finance, shipping and foreign trade. EXPO will be held in 2010, with the central theme of ※Better city for Better Life§. International education will be a policy priority, significant strategy, a powerful tool, as well as an integral component in contributing to make the city life more multicultural and more harmonious.
