International Workshop

on

REFORMS OF HIGHER EDUCATION

Tokyo September 27-29, 2006

Higher education is undergoing significant reform in many countries.  In spite of different traditions, structures and forms of governance, higher education in these countries is reformed by far-reaching changes in the way higher education, and especially universities are organized, financed and governed.

The Tokyo Workshop is the third in a series (the first two took place in 2003 and 2004 respectively in Vancouver, Canada and in Vienna, Austria). Like the earlier workshops, the Tokyo Workshop will address various themes related to higher education reform, such as institutional diversity and system coordination, the changing relationships between higher education institutions and the state, collaboration with the private sector, the “privatization” or “commercialization” of higher education services, and the policies and institutional consequences of internationalization of higher education.

The workshop to bring together researchers and other experts from three countries/regions each in Asia (Japan, China and Korea) and the “West” (North America, Western Europe, and Australia/New Zealand) who will analyze and discuss the various policies and approaches to, university reform as well as socio-economic forces and other factors requiring changes to the traditional models and practices. It is expected that these debates will spark a lively debate that will inform future scholarly research and policy alike.

Selected papers will be published after the conference.

The workshop will be held at the Research Centre for University Studies of the University of Tsukuba, located in Tokyo.

The conference fee which covers meals and refreshments is Yen 15,000 (or US $ 135). Travel to Tokyo and accommodation to be arranged and paid by each participant.

The workshop language is English.

Proposals for Papers and Panels are invited on any of the above themes. Abstracts (of approx. 250 words) are to be sent before July 15, 2006 to
